The universal head can be rotatatd on the column for horizontal
boring with the spindle parallel to the table T-slots.

This picture shows the front body of the head rotated 90 degress, putting the head in the low horizontal position.  The entire head can be rotated on the column, putting the spindle at the top giving a greater distance above the table.
